I had a similar situation. Part of my fence is slat & & part is cap & lap. To cat proof it we put silver grey polycarb on the top half & i painted the slat to watch at the front. I was going to paint the cap & lap but as my builder pointed out, it will silver with age & the plants will grow up to hide a lot of it plus once you paint it has to be repainted every 8 to 10 years not to mention the expense. It is bugging me to look at this half pine wood half polycarb fence until it silvers but he makes a good point. I guess it comes down to money & what you can live with.

The grey matches the roof, this keeps the look on trend without too many colours, maybe soften the grey with plants behind the fence which have green/grey leaves maybe a hedge type or something softer, get an opinion from a nursery as to what would look the best to soften the look but still all tie in, seems grey is the favoured here but I still think some softness is required. I think the greenery is a soft foil to the roof colour and fence colour and will balance it all out beautifully.

While there are no pictures of your house , so I accept that the existing fence may not suit the house , as a fence I actually like it , and would try and use it as a 'base' . Depending on the primary house colours , I'd paint the gates and those filligres or whatever they are called , in a black gloss , and try and add a cap to each pillar , and even a top along the fence , wider than the brick . Taking inspiration from what you term the 'japanese' slats , how about raise the pillars ( in matching brick ) 250-300mm , and add a couple of 100x25 timber rails , or 4 or 5 30x30 ones in that mid redwood stain ? If you house totally doesn't suit the fence , how about rendering or plastering , or even use it but disguise it with vines and shrubs , even use concrete nails to attach battens and then attach the iron ? To demolish the existing fence , and especially changing the front fence line , won't achieve much IMO , except reasonably substantial extra cost .
