We have used horizontal powder coated slats that come in panels, they are custom made to fit each space. We used them in patio, we have the wide spacing to let in light but you can have smaller spacing for increased privacy. We also used them for privacy reasons as our back patio garden area is tiny and very close to neighbours. Will post a pic. Pic one completed privacy, pic two before we painted and put up the screen. It would meet all your environmental requirements for weather. And comes in all colours of powder coat including wood grain

Sezopitz - I feel for you. I too had a series of to and fro (and finally gave up) in trying to find a façade that Council would agree with. Unfortunately the issue is fraught with 'opinions' and if the person judging doesn't like your opinion - tough luck buddy! I finally gave up as I could not afford to continually run the 'lottery' of submitting and refusals. The worst part was that I was told "We don't like it", but when asked what they would like was told "Oh, that is up to you" - when it obviously isn't. You like curves, they want angles. Total stupidity.

I would say that usually you would have the same colour windows throughout the house, but you'll have to check with your builder/developer as they may give you the option of just having black windows to the façade if black windows aren't going to work with your interior selections in the rest of the house... the suggestion of timber was just to break up a little and add some warmth to the façade as B&W can be a bit stark if not used/placed correctly, but there's no reason why you can't have the primeline in one of the render colours as well... it's a matter of personal preference, good luck and let us know how you go :)
