The pavers here are all laid on a concrete base with mortar joints, similar to interior tiling. If your pavers have sand joints they are most likely not on a concrete base and therefore you will get some movement. I this situation the mortar joints would crack. There are a number of ways to control weeds in paving, from chemical herbicides to cheaper non-chemical options like white vinegar and salt or just boiling water. You can also get flame torches that can be quite satisfying. A quick google search to remove weeds in pavers will give lots of suggestions.
