Renovations Plan Version 3,789 HELP!!

Well isn't planning a renovation such a roller coaster . We have been planning a big reno of our family home for nearly 4 years and we really thought we were there but maybe we aren't or maybe we are....see so confused . Anyways, here is our existing house plans with lower and upper level layout. We are on a sloping block front facing east with views of high rises and ever so slight Broadwater views.

Our plan is to have 3 seperate kids rooms with their own tv/play area and bathroom so master on the upper level with kitchen/pantry dining moved to out the back to open up onto the pool area. The back bottom half of downstairs is underground hence our plans to filter as much light downstairs so moving the stairwell and entrance to the side. We have even had our engineering plans all done in the hope of getting started soon......however.....

So our quotes are way more than we anticipated.......What we have probably underestimated is the amount of labour in building in the ground level....concreting (topping slab) downstairs, moving posts, new posts, adding windows and rebricking, and waterproofing all underground walls.

So, I am putting out to the Houzz universe.....what if we kept the kitchen/pantry/laundry on new reno plan but didn't touch downstairs, we even keep exisiting stairs to save and instead continue the stairwell up again and added another level, not same size as upper level just enough to include 3 kids room, bathroom and a TV room that could double as another lounge to enjoy amazing water views and fireworks etc. Also then allowing the lower level to be utilised for workshop, storage and so as not to have to build the single garage out the front too.

Does anyone have any thoughts on cost to add another storey?? And any layout ideas would be so appreciated.....we are so ready to get the ball rolling (within $$$ reason).....

Maybe these plans we should stick with but why not throw around another option/more confusion......We were also hoping to have a builder run the reno but are leaning much more towards owner builder now too.
