There are other options such as growing lawn from seed, or using artificial turf, but the first step in any lawn option would be to remove all of the pebbles, and prepare the soil. If you are lucky you may be able to offer your pebbles for free online on sites such as Gumtree and Freecycle and get somebody to lift them and remove them for you.

Yes it's certainty possible. Your first step will be to remove all those pebbles and then see what the soil is like underneath. But unless you are a keen gardener and have some knowledge of what you want and how to achieve it I would get a professional garden designer or landscaper in to ensure the job is done right.

My current house was full of pebbles and rocks with hardly any plants when we purchased it, and now it is beautiful and lush with green lawn and full of flowering garden beds. So don't despair it can be an incredible transformation.

Generally hard landscaping (built elements such as paving retaining walls etc) are more expensive then soft landscaping (soil and plants). 10K will not go very far if you employ someone to build a deck and paving etc. If you can do some of the work yourself you will obviously save a lot of money. If you can remove the rock yourself and prepare the soil (had to say what will need to be done until you can see what is underneath the rocks), but it will at the least need digging over and adding some organic matter.

Then if you only want some lawn and garden beds that can be done relatively inexpensively by planting lawn seed, instead of rolling out instant turf, and planting out your garden beds with small sized pots of plants (which will grow quickly) which will be cheaper than large plants.

It can be a curse in disguise having such a blank canvas to start with - you have so many options. I suggest starting with a feature area, somewhere you would like to spend most of your time in your yard, and then figure out what that feature are needs (shade? water? fire? sounds? smells?). The design will spread itself out from there.
