Heating options for 1930s art deco apt

I need to install heating into a ground floor, 1930s 2 bedroom apt of 97m2. It has wooden floorboards There is minimal crawl space beneath. Currently only an ineffective gas heater in the living room fireplace. My preference is hydronic heating but can pipes be installed externally or must the timber floor be lifted?
