Insulation requirements in an old Queenslander

I am helping in the updating an old Queenslander’Wallace House’ in Noosaville. In summer the temperature soars to high 30s not conducive to 400+ (average age 75) who are very creative artists. The House is home to Noosa Arts and Crafts Association. We have received a grant for insulation. Advice is that bats, wool and fibre sweat and go mouldy in the sub tropics. We are restricted by local government heritage rules. Any suggestions are most welcomed.
