Why do some gas heaters have flues and others not

I would love to have a log look gas fireplace. Trouble is we're in an apartment and getting the flue sorted seems challenging.
What I can't understand is why this type of gas heater (like we have currently) doesn't need a flue
Yet as soon as you add the "log look" a flue seems to be needed

I understand the flue is to remove gasses and toxins, but I am unsure why the look of the fire (log vs not) seems to change the requirement for the flue.
Can someone in the know explain?
