Blocked roof gutters

Having problems with a large melaleuca tree in my neighbours shedding tiny leaves/needles and blocking our roof gutter on that side of our house. Have tried various gutter guards but they are only partly effective as the tiny needles still get through and they just make it more difficult to clean out.

Over time these tiny needles form a dam around the down pipe and causing the gutter to fill up and overflow.

I have tried to lower that end of the gutter to create a higher gradient for the water flow but being steel guttering and down pipes it would need a plumber to redo the connection. I am not sure that would even be effective.

Can anyone suggest a better guttering system or modification before I commit to spending a bit of money. I have have already considered but dismissed the idea of a midnight invasion into my neighbours property with a chain saw.
