Floor updrafts - how to prevent feeling the chill

Currently we are planning a renovation/extension on slightly raised weatherboard home, restumping a likely requirement, all flooring needs replacement in due course. However with a baby on the way and kids in the other bedrooms, the baby will be in our freezing master bedroom :-/ for at least the winter.
We have replaced the ceiling insulation, installed propper curtains and the room is still always colder compared to the rest of the house. I guess my question is will new carpet and underlay solve this problem or is it likely more of a structural issue or some other cause?
The ceilings are 9ft and there are a few the old style wall vents in the room.
The restumping guy said because your ducted heating is in bad nick this would cause drafts?
Sometimes I wish we had have decided to knockdown and rebuild!
