Curtain solution for double glazed bedroom window

Window area 160 cm x 66 cm is double glazed with sound proofing between the two sets of windows. How to fit an 'under' curtain behind the existing curtain as I don't want to change the patterned curtain (it matches with the rest of the curtains on the sliding doors in the bedroom). Currently using detachable black out curtains (used to make room dark for babies sleeping in the day time) with suction caps straight on the windows behind the existing curtain. Would like to find out whether there's a way to fit an 'under' curtain that can be slid open to allow us to open the windows occasionally. Can't put blinds in as the soundproofing between the windows covers internal areas, and blinds won't fit behind the existing curtain and the outer double glazed window.

Have tried putting hooks & spiral wire but curtains don't slip open easily.
