Filter on rain water tank.. requirement?

Hi,


I have recently finished building my house and I have a rain water tank for the garden and toilets.

The warranty people have come out a couple of times because the in-wall toilets started making a funny noise. The toilet plumber showed me a part that is dirty (after a few months of use) and say it will continually happen as there is no filter on the rain water system.


I asked the builder about it and the feedback was that their installation plumber said a filter was not on the drawings. I checked and unfortunately it does not.


Now my question is, for rain water tanks that are used for toilets, is there an Australian standard, BCA or other code that requires filters to be installed?

It seems a bit odd that the drainage engineers did not indicate the requirement or it is not a standard to install a filter as I imagine slightly leafy/dirt particle water would be a bit problem for toilets that are designed for clear water.
