How do I permanently stop sand base leeching from garden shed?

About 9 years ago, we had a garden shed installed. We had a choice of using concrete 'tiles' or laying a concrete slab. We went for the former. The concrete tiles for the shed floor were laid on a river sand base with no edging to retain the base. We argued with the supplier who ended up attaching timber edging along with a wooden ramp (ground slopes back to front making it impossible to get a lawnmower out with lifting it). You guessed it, over time the sand has leaked out and the timber rotted. Do I just replace the sand base, then maybe get a professional to build a retaining wall of sorts to stop further sand loss? Is a landscaper the right kind of professional?
