Windows installed wrong

We are building a passive house and the windows have not been installed in the centre of the walls. If you look at the plans (after the fact) I can see there is a millimeter or two difference on each side. So yes, technically we did sign off on the plans but it never would have occurred to me to ask that the windows be centered (they are off by 8" or so in one room and 1' in the other ( side by side) The contractor says he can fix one by moving the wall but if he does that we end up with a very small bedroom My question is, in a Passive House, can they change the window cut out - he hasn't given me that option at this point but I may ask.
