Something like this would work. You said you don’t need extra cupboards, this is showing one, but change for your requirements to a shelf and hanging completely across the wall. The shelving and therefore hanging rod can be at any height that is suitable for yourself.
we use a stainless steel shower curtain rod suspended wall to wall with standard fixings ... the standard rods are 2400 long and can be cut a custom length and/or use a shower curtain ceiling rod to support one end and attach the other end to the wall then add a simple shelf at your preferred height OR consider a box shelf that has a bottom and top shelf with sides (ie you could use a flat pac wall cabinet without doors) and have the top of the box shelf higher than the preferred height of the curtain rod and attach the shower curtain rod to the side of the box shelf..ideal height of the rod depends on your personal reach but about 1800-2000 will allow for a hanging height about 900-1200 which is tall enough for most clothes and the best length for the rod will depend on your choice of width for the box shelf) .. looks like this although my wall colour is only to make the rod and shelves easier to see)
