A fully tiled interior has long been regarded as the premium choice for swimming pools because of the appearance (better range of colours and more vivid results) and superior durability (last longer than a quartz or painted interior). On a practical level, they are easier to clean than cement based rendered surfaces (smooth surface makes cleaning easier). The use of tiles vs quartz shouldn't really effect the use of chemicals, but if you are looking for lower maintenance and decreased chemical usage then a pool cover is a great way of doing that (which can be retro fitted to an existing pool), or for a new pool, the installation of a PCC2000 Infloor cleaner ( http://www.alohapools.com.au/guides/automatic-in-floor-cleaning-system) in conjunction with a pool cover.
