Waterproofing my new home in WA - Are Bond Breakers necessary?

I had a waterproofing inspection done for my new build in Western Australia, and it was found that there are no bond breakers to go with the class 3 membrane around the bathroom. Builder says as long as shower area is waterproofed correctly this is not an issue as their warranty covers any waterproofing issues in future. Is this acceptable? From my understanding bond breakers are required as part of the Aust Standard. Thank you.
