I just looked up the address. It’s a lovely building but being multi storey moving walls and adding plumbing is a very big job. As above you’ll need an engineer but you’ll need to get your proposed changes through the body corporate. Have a look at past Minutes to see how long and what changes have been approved in the past.
Agree with the above comments. You might have to be more realistic, eg putting an under-bench washer/dryer in your kitchen as seen in many English apartments.
