Powder room update advise

Help!! I'm stuck on how to make our "builder basic" powder room more interesting with a limited budget and would love some advice from experienced DIYers please.

I'd really love to get rid of the single row of tiles going up the wall at floor level and replace/cover with tall skirting. Is this OK to do or does anyone have other suggestions for how to make where the wall joins the floor look a bit better than the beige tile strip (it's 200mm)?

At the moment, I'm tossing up between:

1. getting more wallpaper and doing the entire top section of the room wallpaper and then battens/panels on the bottom section (similar to pic #3 below) OR.....

2. I leave the full wall I've already wallpapered and then paint the other 3 walls in a darker colour pulled from the wallpaper OR.......

3. do I scrap the wallpaper all together and go for a 2-tone wall with panels like pic #4??

Or something else entirely different?? Last pic is the white vanity we've ordered. Also have a black arched mirror.

What would you do? Ideas and tips greatly appreciated. Thanks so much!
