Hopefully the architect/designer will respond, but I echo your sentiment that late Victorian-style casings like these call out for shades that fit inside. 3/4" metal shades like this are widely available; I ordered from Home Depot for use in the basement in-law of my own Victorian. They inside mount, sit well within the window frame, can be taken down easily to clean, and have lasted extraordinarily well. I don't know how much room you have, but the narrowest wooden slat I found is from Smith + Noble and is 1 3/8" wide. These too come on with an inside mount. For areas that aren't damp, you might also consider pleated paper or honeycomb shades.
