Thanks for reply. Will it look weird to have a staircase with balustrades on both sides, even though all balustrades are matched the same? It looks like a free-standing staircase in the living room.

contact Victorian Building codes and ask for all the options...taller glass may be suitable??

we have a "granddog" so a hound grandchild sounded quite natural to me but obviously the glass needs replacing and well worth having all the panels inspected by an expert glazier as it could be a tragedy for the glass to shatter if/when a small person was leaning against it
