If they really are hard water residue spots, and scrubbing with vinegar solution hasn't worked, perhaps leave neat vinegar to sit for a while before scrubbing off. The next step would be a cleaner that contains hydrochloric acid, or try your own solutions of this acid. Start with a weak solution and make it stronger if necessary. Be careful with the acid though.

yes they are plaster. the colour has driven me insane I don't even know what to call the colour anymore every single room in the house is the same colour I guess hubby thought it would make things easier just to paint the walls the same colour throughout the house he has no creativity, or originality.
