YUKKA ISSUES

Morning fellow gardeners... I would love some help with this problem I'm having with my Yukka's leaves (I have 5 plants in total) all affected. Is this a fungal issue or a pest issue? I live in Brisbane QLD and would love some experienced advise.

I have tried to find similar pics that match mine to identify the problem with certainty, but can't really see any to be absolutely positive. If it is a fungal issue can I just cut the infected area off? If I have to remove all infected leaves I will be left with only a few to the whole plant.

I have a terrible feeling the problem could be due to poor drainage because I am unable to dig a fricken hole without hitting old tree roots, rocks or some clay. it's a fricken nightmare and I was too impatient to take years preparing my soil. They were doing so well for 1.5 year and shoots sprouted up everywhere so I gathered they were happy. as I look at the plant now they have deteriorated since I took the photos a month ago.

There are small droplets of sap I can see under the leaves and I did notice some type of fly around it, the fly was smaller than your common house fly and it seemed a little pointer if that makes any sense. Could this be my problem?? pointy small fly issue hahaha ... sorry for the blurry last pic, but the fly was hard to capture

Thank You in advance
