What do you mean by “sweat spots”? Is the panelling over a brick wall or timber studs? Is there correct insulation and waterproofing behind the panelling?
Are the sweat spots just from steam from hot showers or is it surfactant leaching?

A paint product like this should be used, if it is just steam from the hot showers, and no ventilation to extract that steam.

In my opinion a fully tiled bathroom is always the easiest to clean (as long as its not tiny tiles with lots of grout!) but its not always an option financially. The wipeable paints these days are so much better than paints from a few years ago. Do need to make sure there is adequate strong extraction as well.

Sweat spots. - are they mould, need a better fan. The mould resistant bathroom paint may help as above. But if mould is in plaster replace plaster

If easy cleaning is a priority, I’d definitely consider tile. One of the big advantages is that it handles regular cleaning very well, and a steam cleaner can make cleaning tile and grout much easier without having to rely on lots of different cleaning products.
