A grey colour with a green undertone could work nicely... this way working with the green fencing and trims. sample pots are definitely a must so you can play with strength of grey and ensure correct undertone. If budget allows vertical cladding could transform the space further and create visual height...

Looks like the drain that the down pipe goes into isn't working as it should, over flows before water enters the drain. Love the random pavers, these could certainly be reused adding a few more to replace the bricked area all on one level as this would enable a better space for outdoor table and chairs. The pergola is tired and would be great if as you mentioned could be raised up a bit, depends on what the Body Corporate will allow, a couple of see through panels inserted above next to the building would help with light. A BBQ kitchen on the back wall, plus I would try to re swing the door back to it, the door gets in the way as it is, can it open inwards opposite the sink. Certainly keep the garden beds it will help soften all the hard surfaces, taller planting along the boundary will also add privacy cheers

I have designed a couple of flyover roofs and they have their pros and cons. On the plus side they seem to catch any cooling breeze as they are more open, and hot air doesn't get trapped underneath and build up. On the minus side you need to make sure that there is enough clearance to easily clean the existing gutter from under the flyover roof. In Melbourne the area underneath stays dry for most storms, but when you get wind blown rain then you will get some rain in under the flyover roof, so it won't be as dry as a verandah. The amount of rain that gets in under the roof will depend on the direction of the wind. It is better to make the flyover roof freestanding, like in this photo of one of my flyoever roofs, rather than penetrate the existing roofing material with supports. For your two options in your Cairns climate, I would suggest a flyover roof would be a better looking option, and provide a better quality of under-roof space, rather than the step-down option (which may block your views). Paint the fence a dark colour,and if possible also the neighbours wall. Paint the concrete and deck the same colour. Install rectangle planters full of real greenery and colourful plants. The dark fence will make the plants stand out. There is no obvious view, I suppose if you go right to the corner there may be. But the photos do not show any easy seen view, so concentrate on the deck, not the view. White patio furniture and a cantilever umbrella would be very inviting.
