I picked up some Coolaroo shadecloth from Bunnings last week which would work well -

unfortunately I need something that can act as both sun/wind proof..and something adjustable. I am hoping for something like a vertical version of a vergola system...but so far have been unsuccessful finding such a product.

Companies like louvretec and vergola can measure and quote for panels of adjustable louvre which can be for eiher a wall or roof section. They are expensive, but as far as operational screens goes, these will withstand your requirements and meet safety standards around a pool. I think anything make do would not.
If it's a covered area, I can suggest a shutter screen as in interior blind plantation shutters, offer there are large sections left over at building yards I've seen many times, they are treated so can do the trick for you, perhaps even pay to have them spa painted in an outdoor colour. Much cheaper, like I said just not as long lasting.
I have also seen fixed screen shutters at hardwares, try mitre 10, masters or buntings in your state, they have fixed outdoor screens that you could make work fixed into a structural timber frame, paint them to look interesting landscape or backlight for effect at night, they may not open or close, but will still ventilate and add interest to your outdoor area. Think of alternatives if louvre screens are too costly.
