It's unfortunately impossible to provide a number because every project of this sort is different. Pricing as well as building code requirements vary immensely depending on geographic location. Structural support is a big question - the existing roof structure may not be able to support code-mandated roof deck loads. The best thing to do would be to contact a local architect and have him/her visit the site and discuss the project with you in more detail.

I completely agree with nC2's post. There are so many variables that need to be understood before a firm price can be given, including labor rates in your area! Here in Chicago, if the roof can support the load and access is decent, you can figure at least $40 per square foot for an Ipe deck. There are also great pedestal systems that you may want to look into. These systems will allow for easier access to the roof membrane for any maintenance issues in the future.

Starting with a qualified professional in your area is your first step.

As a minimalist I would forego all plants, put in a low wall and use slumped glass or preferably glass block. This would let in the light and also make a cosy seating area in winter. I've found glass block to be a wonderful insulator on a west facing wall - warm in winter, but keeps out summer heat too. This would also extend your living area, keep out flies and mozzies, and prevent you seeing that awful roof next door. You could also take the shadecloth off the windows leading on to that deck, which would be a bonus. I'm not a fan of shadecloth, and would always look for an alternative solution

It should not be but you will need to ask a builder to inspect the roof for suitable load points which will determine the starting point of the fly over & the opposite bearing posts. I am not a builder but we have two of these on our house & this one is a gable which runs over a skillion roof. They start behind the gutter line & overlap it with a gap between the two rooves of about 500mm on average depending on you particular structure & the fall to the outside height. This gives you the height needed at the outside edge. This one runs off a skillion roof but starts about 1 metre behind the gutter from the position of the internal bearer (load bearer).You will need it engineered & approved by your local authority.

I have designed a couple of flyover roofs and they have their pros and cons. On the plus side they seem to catch any cooling breeze as they are more open, and hot air doesn't get trapped underneath and build up. On the minus side you need to make sure that there is enough clearance to easily clean the existing gutter from under the flyover roof. In Melbourne the area underneath stays dry for most storms, but when you get wind blown rain then you will get some rain in under the flyover roof, so it won't be as dry as a verandah. The amount of rain that gets in under the roof will depend on the direction of the wind. It is better to make the flyover roof freestanding, like in this photo of one of my flyoever roofs, rather than penetrate the existing roofing material with supports. For your two options in your Cairns climate, I would suggest a flyover roof would be a better looking option, and provide a better quality of under-roof space, rather than the step-down option (which may block your views). I wouldn't recommend covering the northern deck with a permanent structure. As oklouise says, along with losing that lovely northern light, you'll miss out on all the heat that winter sunshine would provide (called passive solar heating. This could be very substantial, resulting in decreased comfort & increased heating bills. Read more about passive solar heating here, http://www.yourhome.gov.au/passive-design My parents have a horizonal awning over a small balcony that works well, though may not be suitable for a larger area. They also have a large triangular shade sail upstairs, on their terrace. This must be put up & taken down every day that it's used (due to ocean breezes), which is a nuisance. So it's not used too often. The next door neighbours also have a large triangular shade sail. This one is a permanent fixture, & rolls up. Although it does take two people to roll/unroll it, it is still a much more convenient set up. It's not perfect, as the fabric is quite flimsy (although it roll away behind a guard that would protect it from the weather a bit). But something similar would be worth investigating. This was a custom job, & I'm struggling a bit to find something the same online. I have found an interesting rectangular roll up shade sail (by Soliday I think). I'm struggling to use the website on my phone, but it may be worth looking at. Indeed if you're looking for a somewhat lower cost option than $40 per square foot, then 24" x 24" structural Ipe wood tiles could be a good alternative. As Toparius mentioned, these can be used with a pedestal system, but you only need to raise them a small amount off the surface and could thus use 5/8" high rubber support pads for this type of application. With a pedestal system the area needs to be bounded by a low wall so the tiles cannot move.

A structural Ipe wood tile would cost around $12 or so per square foot depending on the quantity required plus shipping cost from the supplier and the rubber support pads are only a couple of dollars each. You only need one pad per paver plus about 20% extra. If you're a handyman, you could essentially install these yourself.
