Double dummy plate doorknobs

I'm looking to replace cheap doorknobs after 45 years. Does Double Dummy Plate mean there is no "internal works" and a knob sits on either side of the door and there is no lock?

That's correct. A double dummy plate is surface mounted to each side of the door (hardware is included to surface mount it to door). However, it does not contain a latch or any "internal works" since it is a dummy and not meant to function like a passage or privacy door knob.
