Plectranthus purpuratus

On the top level you could grow both edible ginger and turmeric. Growing these plants will allow you to enjoy their flavours in your food from your own garden. They would also give you a background level for the whole garden. Some of the cherry tomatoes would also give you a ground cover and plenty of fruit on another tier. Checkout the lovely grevillea ground covers on the net. The bottom tier would be soft with some of the grevilleas available.

I'd think in this case $100K give or take should cover scope of a simple building extension and extended patio, whether it included balcony would depend upon structure - that component alone could be $20K by the time your done with doors out and balustrade etc....I think you're in the general ballpark and if you like the area stacking up the additional works costs against moving costs, depending upon what your goals/options are, probably the extension is the better option here - unless of course there is an affordable alternative on the market that ticks all the boxes....
