Maybe the finishing touch you are after is a small clump of mini papyrus growing in the water. This will give some height to the picture. It will also blend in with the other surrounding plants. It may also stabilise the mesh covering as it grows through the mesh.

Grow it in a small plastic pot with good potting mix. Completely cover the potting mix with a deep layer of pebble mulch so the soil doesn't float out into the water.

(Could you use a short length of chain to suspend the watering can - that would fit in with the gardening/industrial idea.)

I have six fat little goldfish in there - the mesh is to stop the birds eating them :)

I Love the idea of using a piece of chain - that would look good when it gets rusty :) Maybe a heavy link chain screwed to the wood. And some papyrus would look good - I'm going to the nursery to try get some. Thank you!!

So I finished off this project, I bought a length of thick-ish chain and two galvanised cup hooks and hung the watering can from the chain as Julia suggested. I also bought three of those thorny little lillies and put them in terracotta azalea pots, a little oversized because it'll get very hot where they are)

One more thing I'd like to do is paint the cans and chain to look rusty, but that faux rust paint costs a hundred dollars a bottle so I'll look for another option. Like wait two or three years and let the sea air do it for free ;)
