Removing soil from raised area of yard query

I brought a property last year and a third of the block is raised (house is not raised). It looks like it may have been something the previous owner has done as the block next to it is the same level as my house. There is a brick retaining wall however it has large cracks and has sunk in areas (so needs repair/replacement). Was wondering if it would be possible to remove the soil back to the same level as the house? The only concern I have is that the soil goes up against my concrete garage, and was wondering if this would pose structural stability issues for the garage? I have attached images from google maps.
