Restump any time of year?

Hey all, I'm renovating a freestanding weatherboard federation in Thornbury Victoria and finally have enough cash to restump and replace the guttering.

I'm keen to pull the trigger now, because it unlocks a bunch of other renovation projects, but am wondering if I should wait until late summer so the ground is drier so less likely to move. The guttering has big holes in several places and no doubt soil under the foundations around edges of the house is damp.

Will this make a difference? Should I wait until drier months?

Also, I've had a restumper quote on 600mm deep foundations (100mm x 100mm concrete stumps) around the edge and 450mm deep foundations in the middle - is this standard/legal?
