Building a new home

We would like to downsize and think we may have found a builder putting up a development in our desired area. We met with him and came away hopeful yet hesitant. For such a 'high end' area/school district etc, what he's offering is limited and a lot seems to be an upgrade. He is a custom builder so we thought he would start out with much better offerings. Is it that difficult to build what you want? Is the initial offering something of a smokescreen and they will actually work with you to give you more without upgrading the life out of you? Their initial price of the homes is steep compared to other developments in the area and even compared to one of their others. Is it just a lot of nerve on his part to start out high and offer you low? Nothing's been built yet, the town approvals aren't finished yet, so there's time. How else can I get hopefully the last house we live in built without paying an exorbitant amount? I'm a little disappointed.
