Hi was looking at buying this house when i noticed the outside pipes run across the top of a window and a door, so would have to duck to get under, this can't be legal in Victoria
Looks like you are have photos of a basement room and windows. Check the height of the room, if it is less than 2100mm it’s not a habitable room anyway.
In Australia the standard ceiling height is 2.4m. Any habitable room, like bedrooms, must be at least 2.4m to be considered up to code. Although this height is still recommended just for general comfort and look, kitchens, bathrooms or laundries have more leniency and have a minimum standard ceiling height of 2.1m.
That door is dodgy. There is no door frame. Is there even a lintel holding up the bricks above the door. I’d say the door was cut in by owner not builder
